Den 14 november lanserades ett initiativ för världsmedborgarskap inom ramen för FN. Initiativet är tänkt att balansera det demokratiska underskottet som finns vad gäller FN:s roll som trans- och internationellt organ för beslutsfattning.
Bortsett från många trängande politiska områden där ett större inflytande bland världens medborgare är önskvärt, så som klimatfrågor, internationell säkerhet och migration, finns det en stark filosofisk bas att argumentera för att det går att förena nationellt medborgarskap med ett medborgarskap i ett större globalt sammanhang. För Kant är skälen nedkokade till en global rätt till liv av vilken man kan avleda en global rätt till asyl eller i alla fall skyddet från att bli dödad. Kant menade också att orättvisor inte begränsade till en lokal kontext utan kan kännas på en global nivå. Om detta kan ni läsa mer här. Ett litet citat ur inledningen:
"Cosmopolitanism (treated in a separate lecture), the idea of ‘world citizenship’, is another
value that competes with state citizenship and concepts of ‘nationality’. To be a citizen of the
world implies to be rooted in the ‘polis’, which is the city, the place, the local setting and at
the same time in ‘cosmos’, the entirety of life conditions of humankind, the globe as such and
potentially extending to wherever humanity might reach and how human life is enabled. If
cosmopolitanism is possible to live, then state citizenship and ‘nationality’ are second range
values, placed between the immediate location of the ‘I’ and the all-encompassing situation of
the ‘All’. If a direct connection between the I and the All can be established and provides with
a positive sense of security, then the state as provider of such a security is of less significance.
Immanuel Kant’s ideas on the prerequisites of a ‘Perpetual Peace’ were presented in a
separate lecture and outlined a normative foundation of international order as much as of
world citizenship (Weltbürgertum). For political theory in the twenty-first century the
philosophical discussion of cosmopolitanism appears to me to relate to concepts of ‘postnational
citizenship’ and potentially ‘world’ and ‘global’ or rather ‘glocal citizenship’, a latent
contemporary and future condition in which (aspects of) citizenship might be exercised also outside the borders of the state of origin (such as the EU-citizenship already demonstrates)."
Alla initiativ som främjar idén om att medborgarskap inte är något som godtyckligt tilldelas (eller tas ifrån) av en nationalstat utan istället innebär att man är delaktig i en rättsgemenskap och en filosofisk gemenskap (mänskligheten) måste välkomnas.
World Citizens' Initiative är ett sådant som förtjänar vårt fullaste stöd.
